Duty is charged on the higher of two figures: the government's circle rate (its minimum benchmark value for that area) or your actual agreement value. You cannot register a property below the circle rate, so if your agreed price is lower, duty is still charged on the circle rate.
Worked example. On a ₹50 lakh flat in a Kolkata municipal area: stamp duty at 6% = ₹3,00,000, plus 1% registration = ₹50,000 — a total of about ₹3,50,000 over and above the price. On a ₹1.5 crore property: 7% = ₹10,50,000 plus 1% = ₹1,50,000, totalling ₹12,00,000.
No. Unlike some states that offer a concession to women buyers, West Bengal charges the same stamp duty and 1% registration fee regardless of the buyer's gender.
